Reorganizing each forum to be a separate installation of phpBB worked!
In the migrated EN and FR forums the avatars and attachments are back!

Translated strings are not found
Signature field is missing

Everything ok on the English forum, I see avatars and attachments. I confirm
the login problem on the French forum, the password is not recognized.
