I've created a list of all issues for the 4.1.3 release:
Show all issues that include the flag "4.1.3_release_blocker" [1].
The list includes granted issues for 4.1.3 but also ones that are still
open (4.1.3_release_blocker?) and not included (4.1.3_release_blocker-).
