License is missing in file upload on MWiki

Hi all, when I upload some pictures for my new article on MWiki, I have noticed, that there is no way to set a license. The drop-down list is empty and there exists no other field to enter a license manually. And in addition the file upload page has no disclaimer about a default license. Kin
