now littered with SOLR-13821 commits and reverts that shouldn't have

I reverted a bump to the FST version number yesterday, so any index
that has been created with the master, branch_8x or branch_8_3
branches can no longer be read and needs to be re-created.
Indices created with an actual release of Lucene like Lucene 8.2 can
still be read by these branche
