I can't see why yet, but this definitely needs to be fixed. I'll
rollback and go again. I can't see any change in our build process or
build files apart from dependency versions for Groovy 3 for example,
so it's still a bit of a mystery.

It's the new version of jarjar (com.eed3si9n.jarjar instead of
org.pantsbuild needed for later JDK versions). It doesn't understand
comments (apache license header) within the META-INF/services files.
