+1 to dropping Hadoop 1.x
I am fairly certain there are very few legacy Hadoop users. 2.x is heavily
used at the moment.
Spark actually changed not just Hadoop but Python versions as well.
Hadoop 3 would take a while to mature so I would suggest holding off on
that after it is well baked in and us

A suggestion: "The vote is open for the next 3 days and
passes if a majority of at least three +1 PMC votes are cast."
Could the duration of the vote be more specific with the date and time
since we want to avoid timezone discrepancies?

which makes it hard to focus on the message or the content of the PR
through the JIRA itself.
