Up to you. You can use Installer 3.1 as well. I think from a
localization perspective the only change in the latest is that Back button.

Do you already have the Apache Flex Installer> You should if you’ve
installed Apache Flex recently. It should be in an “Apache Flex” folder
in your applications folder. Run it, and in the upper right you can
choose “Russian”. If it isn’t in the list, wait a few hours while the
server propagates

Yep you're right 4.13 fails to install with this error:
nullError: no processor for property
I was not able to run 3.2.0 (due some certificate issues)
Russian translation was available in 3.1.0 but not all screens are
translated (I have translated all ~200 strings) for ex. "select
component/licence" screen contains all license descriptions and component
names in english

Alex, could you add a comment to the file explaining the reason for the
double "AntClasses"
I've never seen it done that way before but after reading your explanation
it does makes sense.
I think having a note there is definitely helpful just in case someone sees
it later on.

- Usage of mx:Repeater causes "operand stack underflow errors".
- Annotating an Interface with "Bindable" will cause problems.

checks it's not a requirement that you use it.
Squiggy itself only requires FLEX_HOME to be set but it may be that

All of the ApproveXXX scripts are designed to build the release candidate
by referencing other source packages or git repos, not SDKs that are set
up for IDEs. IMO, that’s a better test that we aren’t counting on a
non-Apache dependency being mixed into the source trees.
