IIS on windows can usually be setup by turning on and off the windows
features. The lower your version of windows flavor (ie like basic vs home
premium) will have different level of functionality inside IIS [1].

You can configure the server serving mustella/test to use port
There is a project under mustella/utilities called OneClickMustella
where I use an AIR app based server instead of IIS or httpd. In this app,
you can configure your port easily.

I followed the documentation , and ran successfully the following mustella test:
./mini_run.sh tests/components/List
I try also "./mini_run.sh tests/mobile/utils/MultiDPIBitmapSource" after
settings "run_mobile_tests=true" in local.properties.
