I don't think any of our committers know Arabic well enough to review. If you want to donate a locale, I think you have to: 1) Fill out an ICLA http://www.apache.org/licenses/icla.txt 2) Add the .properties files to JIRA issue I suppose we could try reviewing it by seeing if a BabelFish service
