Hmm. You shouldn't have to copy it.
The flex-tool-api.jar isn't bundled in a falconjx binary artifact. We
expect folks to take the binary artifact and run ant -f installer.xml.
If you run the build in a falconjx source artifact, it should pull down
flex-tool-api.jar as well.
