Thant's correct it's from a build form the 4.9 release branch and only has
limited changes form the 4.0.0 version.

is still referring to the incubator site, etc. It is not as current as the
one released with 4.9.0
RELEASE_NOTES does not list the bugs fixes. It only says "minor bugs" but
goes on to list bugs fixed in 4.9.0.
