IMO, no need to change that, I've seen some other software writing the same

I think I've seen lots of legal acceptance statements that aren't asked in
the form of a question.
We'll see if some native english speaker feels strongly enough about
think it should looks more like a question maybe something like this
"Have you read the MPL1.1 license information above?"
