It looks like the file
http://flex.apache.org/installer/sdk-installer-config-4.0.xml does indeed
mention that 3.1.0 is the latest version.
Alex, you need to revert this change until 3.1.0 is actually released.

I opened Flex SDK Installer 3.0 just a while ago, and it told me to update to
3.1, and I clicked to update, when it finished downloading, the downloaded
version is still 3.0
I use Mac OS 10.9.3, any idea why it happens?
