[discuss] kickoff 1.2.3 release management process

Hi all, Since v1.2.2 has been release last week, I would like to start the release management process of v1.2.3. All commits which are to be merged into this release should be labeled with "dev/1.2.3". And all commits which are merged into branch-1.2-lts should be labeled with "dev/1.2.3-merged"
