[DISCUSS] Adding insta to DataFusion testing

There is a very nice PR [1] that adds better testing for datafusion-cli, but also adds the insta to the stack. This is yet another test dependency, but I think adds significant value going forward Please comment on the PR if you are interested [1]: https://github.com/apache/datafusion/pull/13672
