I went ahead and started the lazy consensus IP clearance vote. If there are
no objections then the vote will pass in 72 hours time.

Now that we have ICLA forms signed by active committers (thank you!), the
next steps (I think) are:
- Create a new datafusion-sqlparser-rs repository (is that the name we
settled on?)
- Create a draft PR to add the current sqlparser-rs code
- Finish completing the IP clearance form in Google docs,
I have started a Google document where we can collaborate on the IP
clearance form for accepting the donation of the sqlparser-rs project.
