@rsearls CXF 4.0.0 is the one targeting Jakarta 9.0+, the 3.5.x / 3.6.x will
stay on `javax.*` namespace

- Targets Java 17 due to Spring deps
- Targets Jakarta EE 9 / Jakarta Rest 3.0
