I suggest you create a PR in cordova-contribute[1] to work out the updated
file contents. Then that file can be committed to all repositories. No PRs
necessary for that IMHO.
One thing to keep in mind is that repositories that are currently in a

Hi everyone,
I am always looking for improving the barrier of entry for new
contributors and taking care of issues for existing committers.
I took a look at CONTRIBUTING files. Some repos dont have one, some have
outdated information like JIRA issues and ICLAs are required.
