what policy is followed with comdev but couldn't find any reference to

I think it is easier than you think.
1. People who want to make changes submit PRs (if it’s svn does Comdev have a
process?)
2. Like any PMC, members and committers approve and merge PRs.
What’s the problem? Not enough PR review?
