I think it's not clear enough what exactly you need.
If you use code from the ASF it is released under the Apache software license,
which basically means that you can use it for free without impact of your own
code.
If you want to bring your own project to the ASF its license will be changed to

until 20.Feb.
But I am sure there will be some projects from The ASF as the last years ...

I suggest using one of the James mailinglists [1] mainly its user list [2],
because this list is not James-related.
It is a mailinglist where the 'development' of the Apache community in its
whole can be discussed (like conferences, meetings ...).
