The GSoC guidelines for students writing a proposal [1] is to use the
guidelines or templates of the organization. It then states that certain
elements will improve chances of a proposal including in Deliverables:

The proposal is good. It sets out the areas you wish to work on and an initial
timeframe. This will probably change due to the nature of discovery as your
work proceeds but everyone understands this and the starting plan is sound.
