Commons Skin and Parent have been updated, mainly to support the new
PMC trademark guidelines, but some plugins were also updated.
In particular maven-site-plugin was updated to 2.2.1.
Version 2.2 in Parent 17 and 18 has a bug which causes problems with some sites.

I figured out how to use maven well enough to get the latest SVN version
compiled and installed.
