The LXC cluster does not require a zone of it's own, so you should be able
to run an LXC cluster with other clusters. Regarding the LXC resource
manager issue, it sounds like you're missing something during server
initialization.
Under the hood, LXC uses Libvirt and leverages most of the KVM Libvi

As it was originally discussed and implemented, the decision was to use KVM
as the system VM for LXC clusters instead of creating an LXC system VM. A
zone with only LXC clusters will deploy a KVM system VM on a host runni

- Register an LXC template
- Spin up an LXC container

I have been working on adding LXC documentation [1].
LXC is very similar to KVM in terms of setup, so I would like to reuse most
of the KVM sections to avoid duplicate documentation. With the unique IDs
in the KVM sections, Publican will error out during build because it will
