I'm usually placing those types of notes in the General Upgrade Notes
(upgrade/upgrade_notes.rst), Is it make more sense to have that in the
fixed_issue? Although the 4.5 fixed_issue file is impressively large so
people might not go at the bottom of the page...

I think it’s OK to have it in master as well. We can remove it when most people
that currently use 4.3 are upgraded to either 4.4 or newer.
