In my POV, volume/VM deletion behavior when "snapshot.backup.to.secondary" is
"false" should be the same as when it's "true", regarding to disk snapshots.
What changes to snapshots is the location of they, therefore, operators should
be able to do any operation with them on primary,

By your description it seems best to either backup those snapshots to
secondary on deletion of the VM or to delete them with the VM. leaving it
to the driver is ok, as long as the functionality is clear to the user. In
