Hey Rohit,
It does break CS startup, otherwise i would not have reverted it. Spring does
not tolerate empty xml files.

Right it is a commented out file but I think spring does not like Empty Context
Files so it is failing to start.

Alright will do, but this is just a file in which the bean is commented so
it does not break Cloud
