Thanks! Some of the test cases fail as an exception is not raised while moving
vms across subdomains under different domains.
The problem is that test case uses api client with root admin privileges
instead of domain admin.
And therefore it does not raise exception.

Both your assumptions are right.
And going by the first assumption the test cases that are failing need to be
updated. Since the VM is being moved from a subdomain to another under the same
domain, the move should be successful and not raise an exception.
