Daan, to answer your question I haven't implemented anything yet. I'm not
a programmer, so at best I can come up with half-baked patches. To answer
your other question regarding
Logan you are correct. We currently have a limitation on placing system vms and
VRs on dedicated resources. They do not strictly adhere to dedication.
It would be good if you could please file Jira tickets regarding the proposed
enhancements so that we can track it.

Logan, makes sense to me. Actually, the behaviour you describe should be
the default IMO.
On the other hand, What would a client do in a cloud if not to share
resources. If not they should own their own zone. and put everything
(including proxy+ssvm) in that zone. Did you implement anything yet?
