There is nothing running on 7080 port on my machine ? how do I ensure that
service is actually running.
I enabled ec2 api from global settings and restarted mgmt server. On UI the

ice listens on port 7080.

Since you are using the Boto client I presume you are trying to make EC2 Query
API calls. To make Query API calls you don't need to register the user.
