Unfortunately you can’t retrieve users and groups using the OpenCMIS APIs with
Alfresco 4.2.
You can with Alfresco 5.0 and above via CMIS queries.
SELECT * FROM cm:authority will give you all users and groups.
SELECT * FROM cm:person will give you all users.

What version of Alfresco Community are you using? Only 4.2f and later support
that URL pattern, trying that URL against an older server will give you the
result you’re seeing.
