This release candidate is distinct from previous releases in that it

Indeed, it's not very simple. Just today Antoine cleaned up some
platform code intending to improve the performance of bit-packing in
Parquet writes, and we resulted with 2 interdependent PRs

I won't be able to verify the release for a day or two, but honestly
huge props / congratulations to Krisztian, Kou, and Phillip for making
the binary release packaging project happen. It was a 4 month project
with dozens of tedious patches and hundreds of build iterations, but
this work will pay d
