I'm supportive of this plan. I think it's been previously discussed to
allow Rust to do its own minor/point releases (which presumably would
try to obey SemVer) so that also seems fine to me.

The only risk I see is that there may be a temptation to use this for more
than bug fixes and as a way to bypass the official release process but I
