Thanks Krisztian, I think you are right at the beginning. I was concerned
about the crate dependency but didn't know this can be solved by cargo
workspace + path dependency.
I've filed ARROW-4137 with a PR.

As a matter of process, you all should think about a workflow that can
enable better visibility and community engagement on large projects
like this so we don't end up with months of development work dropped

Y'all feel free to review it on your own time, I'm in no rush. Just
