After some thoughts, I suggest removing the dashboard submodule from this
release because of the incompatible APIs between Dashboard (master branch)
and APISIX.
We are focusing on the next branch of the dashboard (just upgraded it to
the latest version today)
If the dashboard need to work with the APISIX and the APISIX source
release kit includes the dashboard module.
It's better to release APISIX once as a whole package.
