I have read manifestations of interest from two persons who contributed
to these tasks so far.
So finding 3 people might work for Starteam.

starteam was available in ant and as a separate antlib (say for

I think just adding the antlib xml, and changing the package name of
the starteam code is strictly all that's necessary. The hard part is
getting enough support to push it through the sandbox into a

Add them to the sandbox, try to find three committers[1], call for a
vote to promote it, release it like any other piece of ASF
