Disk standby timer is broken

It seems udisks tries to access my HDD every 10 minute. So when I set standby
timer less than 10 minutes, It can't go to standby.
This bug has been reported before (+bug #1281588) and seems to be fixed, But
I'm experiencing this again.

I'm using smartmontools to check my drive every 30 minutes. It has an option to
don't check if the drive is standby. Can't they at least do the same?
And I had a question. Why does udisks checks smart data? Is it going to notify
me if there's a problem, or ... ?

I have a pdf file which I can't open with evince. When I try to,
suddenly window bar hides and it kind of crashs. There's not any problem
with the file since it can be opened with other pdf readers.

When I'm using my laptop, I sometimes see some noises on screen. they're mostly
horizontal noise lines in panels (but sometimes on other parts). I attached a
