In bionic I couldn't verify the original bug because the HWE packages in 18.04.4 don't seem to be affected by this bug. However, on 18.04.4 I uninstalled the HWE stack and replaced it by the packages in proposed and couldn't reproduce this issue. I didn't notice any other problem with the update.

I was able to solve the problem, by switching GPU-driver. "Software & Updates" -> "Additional Drivers" - I switched from: "Using X.Org X server - Nouveau display driver" to the NVIDIA-435. Perhaps this is only specific to my setup, by powering monitors from GPU as well as motherboard. Hope it help
