I have the same issue

After seeing Alex's post, I tried installing 410.104-0ubuntu0~18.10.1 from
ppa:graphics-drivers.
Using 4.18.0-16-generic kernel.
I find that when I use Intel profile, powertop reports the nvidia card as 0%
active, and the setting in Tunables shows up as Good.
However, /proc/acpi/bbswitch reports
I just tried updating my 18.04 LTS to the Gradle 4.4.1-5~18.04 that just
arrived via ubuntu-proposed, but I think the package still needs more
work.
1) It should not switch to Java 11 by force. For a LTS, this is way too
intrusive. It breaks many parts of my build system which I specifically
built
3) Even when I revert back to OpenJDK 8, my build is broken
(java.lang.ExceptionInInitializerError). See

kernel 4.4 and xserver 1.18 but with an updated mesa. The failure here
is that some symlinks to amdgpu-pro got overwritten (since they were
owned by mesa, not amdgpu-pro..), and those need to be fixed manually.

On my end, I haven't been able to reproduce this so far with Ubuntu
Appindicators disabled. It's very stable for me now. I am not 100% sure
this is the fix for me, time will tell. But it's definitely more stable
and possibly even fixed now.

I cant speak to other peoples issues - I trigger the message in the
system journal, by booting my system. I understand gdm3 starts the
spice-vdagent program? I have not noted any ill effects, and I've been
