I have removed the block-proposed-mantic tag because the fonts-noto-
color-emoji update has fully phased for Ubuntu 23.10.

Characters app does not display the new emoji well until the new fonts-

Accepted gnome-characters into mantic-proposed. The package will build
now and be available at https://launchpad.net/ubuntu/+source/gnome-
characters/45.0-1ubuntu1 in a few hours, and then in the -proposed
repository.
