I am also seeing this problem in 24.10. `indicator-applet` was
installed. I added `indicator-application` -- no joy. This is a clean
install of Ubuntu Unity 24.04, upgraded.

Had the same problem but it seems to be fixed after installing
'indicator-applet' and 'indicator-application' packages. I think they were
removed during upgrade for some reason.
I'm not sure both of them are required and believe 'indicator-applet' could fix
this alone, but I'm just happy network
