I have released cups-filters 1.28.2 upstream yesterday:

It also got already uploaded into Debian and I will sync it to Ubuntu as
soon as it got processed at Debian.

The shutdown problem of cups-browsed was already identified and is fixed
in the GitHub repository of cups-filters. This fix will be included in
cups-filters 1.28.2 which will get released soon.
