depends on xkb-data-i18n for building.

xkb-data should not depend on it, since the xkeyboard-config
translations are provided via language packs on Ubuntu.
With that said, I agree that it's a bit odd that nothing depends on xkb-
data-i18n. This is how the existence of xkb-data-i18n is explained in
