@nivlac: yes, not sure why I added that.
Anyway bug has been fixed now it seems, dnsmasq is now getting correctly
restarted.
$ pidof dnsmasq
16166 1693 1692
$ systemctl restart NetworkManager
$ pidof dnsmasq
16966 1693 1692
(1692/3 are libvirt, so not restarted)
