Hmm.. That did not regenerate the locale, since it claims to have been
generated recently. Can you try to run:
sudo locale-gen --purge
which will remove and regenerate all the enabled locales on your system.
If that doesn't help either, can you try to reboot?

The upstream bug about lv_LV switching to the Euro is interesting:

The situation with lt_LT is very similar, only we got the Euro one year
later. Same legacy 8-bit charset (ISO-8859-13 has no Euro), but
everyone uses UTF-8 now, right?

The collection of locales in upstream glibc is the base for the locales
in the Ubuntu repository. For that reason, and before making this change
in Ubuntu, can you please file an upstream bug as well and let us know
