On Bionic this seems no longer valid. There are no .gz files under
/usr/share/gtk-doc/html
$ll /usr/share/gtk-doc/html/*/*|grep gz
$
All .devhelp2 files are uncompressed. So probably this bug can be
closed?

don't gzip gtkdoc's devhelp2 files
Status in gtk-doc package in
After some IRC discusison with mbiebl from debian and pochu:
some package install the docs in /usr/share/doc/$pkg/ and symlink it to
/usr/share/gtk-doc and for files in /usr/share/doc/, dh_installdocs
applies it's compression, the installation creates symlinks so that the
docs are found by gtk-doc
