Here are two new observations on this issue:
(1) After my brand new install of 17.04, I wiped the entire hard drive
of my computer and re-installed 16.10 / Gnome. Online Accounts worked as
expected for a while, then the bug came back as described in my initial
post. So it seems this is not related
Looking at the Arch Linux bug reports for gnome-online-accounts

Arch really does have the same bug, we should probably report this
upstream.
