Everything was OK with the version that was shipped with ubuntu 14.04. But when
I updated today to (3.4.7-0ubuntu3, 3.4.7-0ubuntu3.1) a weird thing started
happening.
Sometimes when I scroll the page scroll doesn't stay still it starts to jump up
and down; and the only way

Well sounds like many are experiencing this problem.
I also faced it once when I was actually working with it and preparing a
document. The menu options were greyed out after a while.
So I'm opening this bug again.
Hope that a real fix gets released.

I don't know about that because it works fine on my system.
I tried several options in the menus and all work as expected, and menu items
are still there.
I think your issue should be filed as a separate bug as you said.

This is about LibreOffice Version 3.6.0.2 (Build ID: 360m1(Build:102)) in
Ubuntu 12.10 Quantal.
The Global Menu is visible for LibreOffice but it's too slow and not usable
(all options are disabled).
Also LibreOffice has it's menu available in its title bar. So there are two
