I have a similar problem:
1. before recent update mouse power indicator always show a low power (red),
but mouse works
2. after a recent update mouse power indicator looks OK, but mouse move is not
working.

It seems a better way would be to fix
/etc/X11/Xsession.d/90x11-common_ssh-agent
(to start ssh-agent before gnome-keyring-daemon or not start it at all)
According to man page use of "initctl set-env --global" is discouraged

When I scroll (uzing mouse wheel) I see repeated rows not really

I also noticed that it happens when I scroll in unfocused window (if
I have 2 Calc windows and move mouse to another window without click)
