I updated to Firefox 21.0, but the problem is not resolved. Looks like
Download and offline viewing with Mp4 players seems to be the work
around for now, as Flash is working on Adobe and You Tube like sites
without problem.

When I tried Live DVD of 12.04, the Libreoffice worked fine with locale
not changed to Telugu, but its settings changed to Telugu. Will try a
fresh install and update.

I have reinstalled Libreoffice and found the issue. The screen shot is
