I tried Daamien's solution, but it did not work for me, I have a Toshiba
Satelite P205D-S7438, Athlon X2, ATI Radeon, Still using Ubuntu un-updated
untill it's fixed. Any other work around suggestions?

I am also having the same issue, I know that it is not hardware as I
have a dual boot with ubuntu 14.04, and it has no flicker. The flicker
is full screen randomly untimed.

I can confirm I have the same problem.
It seems that it may be down to console-setup not being installed, but when
trying to install I get:
dwoodwar@hp-laptop:~$ sudo apt-get install console-setup
Reading package lists... Done
Building dependency tree
Reading state information... Done

The work around I used was to create a file (as root)
/etc/modprobe.d/saa7134.conf
In that file I placed the following content:
blacklist saa7134
blacklist saa7134_alsa
I then rebooted the machine
The pro of this is that you do not have to unplug the card, but you may
still require a reboot
